Football rules: Is the NCAA thinking of changing the distance a member of the kicking team can be off-sides before they call off-sides? Why is a ball carrier deemed to have successfully entered the end zone when any part of the ball carriers body or the football touches a goal line marker which is located completely out of bounds? Why is sideline encroachment the only rule where teams are given a warning before they are penalized? Is it a violation of the rule or not?
