Because they are in the Title game, they really could not commit because of they would have to get Passports, and that could take a while......

I think it depends on the situation. As I understand it correctly, all 6-6 teams must be taken first(unless on probation), then if you must take a school with a losing record, it will be based on APR first. I believe that is how Georgia Tech got a Bowl invite a few years back....
