You're right.  They'd rather have the easy sort-of cash instead of trying to build their fan bases.

Ofc we play Rutgers last year and next year but not the year they're historically bad

In all fairness, Rutgers is usually pretty historically bad. They were good the first time Schiano was there and stepped up a bit in his first few years after returning, but seem to be getting back to normal. Here’s to hoping they suck next year!
