I hate when announcers don't know what they're talking about. It can be targeting against a player that isn't defenseless, but it has to be helmet to helmet. It can be head or chest area if they are defenseless

Well the refs clearly bungled that call then.

The defensive player lowered his head and hit Bullock with the crown of his helmet.  How is that not targeting?  What is the point of a review?

Possibly because Bullock lowered his helmet into where the defender was going, but that's never mattered before. I was surprised it wasn't targeting
