When there's a debt like that the bank sends numerous demand letters/correspondence in an attempt to get the debt worked out on their own. When that fails, they turn the debt over to the lawyers who send at least one demand letter. When all that fails, they file suit. The complaint then goes out to the debtor by certified mail. When that mail gets claimed, and here it was signed for by what looks to be another member of his household, the time to file an answer starts to run. If an answer is not timely filed, the plaintiff can file for default judgment. That's what happened here on November 13th.
