They do only count conference games, but solely because Ohio and Toledo did not play other, they didn't count those games. I like the "mini conference" concept where their records against each other count as the first criteria whether they all played each other or not.
Miami finished the season tied with only Ohio and Toledo, lost to both but still made the MAC Championship game? I understand they beat Western Michigan and neither Ohio nor Toledo did, but man I think they need to relook at the tie criteria when you have two head to head losses with the teams you're tied with and still advance.
